    LEGAL NOTICE
PUBLIC UTILITY DISTRICT NO.1 OF LEWIS COUNTY

NOTICE OF INQUIRY by the COMMISSION of PUBLIC UTILITY DISTRICT NO. 1 OF LEWIS COUNTY FOR PUBLIC COMMENT on  FUEL SOURCES AND FOSSIL FUEL GENERATION EFFICIENCY PROPOSED FOR CONSIDERATION UNDER THE PUBLIC UTILITY REGULATORY POLICIES ACT and CHAPTER 201, LAWS of 2006.

    TO INTERESTED PERSONS

Pursuant to sections 1251 and 1254 of the Energy Policy Act of 2005 (EPAct), amendments to Chapter 80.60 RCW, Chapter 201, Laws of 2006 (HB 2352), the Board of Commissioners of the Public Utility District No.1 of Lewis County PUD (Commission) hereby gives notice that it will consider standards for; 1) Fuel Sources,  and 2) Fossil Fuel Generation Efficiency.

The Commission intends to hold a public proceeding to consider whether it is appropriate to adopt, in whole or in part, or not adopt the standards of; 1) Fuel Sources, developing a plan to minimize dependence on one fuel source and to ensure that the electric energy the District sells to consumers is generated using a diverse range of fuels and technologies, including renewable technologies, and 2) Fossil Fuel Generation Efficiency, developing and implementing a 10 year plan to increase the efficiency of its fossil fuel generation.   Per this notice, the Commission invites written public comments on these standards. Comments are due by June 30, 2008.  After the close of comments, the Commission will decide whether it is appropriate to hold a public hearing to consider the comments and the Fuel Sources and Fossil Fuel Generation Efficiency standards.

    COMMENTS FROM THE PUBLIC

Comments and proposals in written or electronic form may be provided to Lewis PUD by submitting the comments in writing to Stacy Davis, Administrative Assistant, 321 NW Pacific Avenue, Chehalis, WA 98532 or email  Stacy@lcpud.org.  Comments and Proposals should address the three purposes of PURPA; to encourage 1) conservation of energy supplied by electric utilities, 2) the optimization of the efficiency of use of facilities and resources by electric utilities, and 3) equitable rates to electric consumers.  The Commissions determination will be based upon the comments received and upon consistency with the purposes, and whether the standards provide cost–effective long range benefits and are consistent with other applicable law.  All comments and proposals will be included in the Lewis PUD Fuel Sources and Fossil Fuel Generation Efficiency PURPA proceeding.  Prior to August 8, 2008, the Commission will make a determination on whether to adopt the standards.
