Conservation/Energy Efficiency Programs

Lewis County PUD’s Conservation/ Energy Efficiency Programs are now accepting new projects. Contact the Energy Services Dept. at (360)748-9261 ext.454 or 430 for more details.

 

To Our Customers,

For the 2012 2013 biennium, Lewis County PUD's I937 Conservation target is 1.73 average megawatts (amw) or approx 15,155,000 kilowatt hours. For more details on the target please refer to the District's 2012-13 Conservation Potential Assessment.

Conservation categories and available measures as of October 1, 2010:

Residential Programs

  • Weatherization – Includes insulation upgrades, window replacement, and duct sealing. Will pay up to 50% of installed cost.
  • Heat Pumps – PTCS ducted – High efficiency (HSPF>9.0& SEER > 14.0) systems installed to program specifications. From $500.00 to $1,900.00 rebates available, depending on existing conditions.
  • Heat Pumps – Ductless – Inverter-driven ductless heat pump (DHP) systems eligible for $1,500.00 rebate. Existing heat must be electric zonal (wall, baseboard, etc.) to qualify.
  • EnergyStar® Appliances - Includes qualifying clothes washers, refrigerators, and freezers. Rebates range from $20.00 to $70.00, depending on appliance. Must have been purchased within 9 months of rebate application submittal to be eligible for rebate.
  • Low Income Weatherization – Same as above, but will pay 100% of insulation upgrade cost, and up to $10.00 per square foot of window installed.
  • Water Heater Rebates - $25.00 rebates on qualifying high efficiency water heaters with less than a 20 year warranty, and a $45.00 rebate on qualifying high efficiency water heaters with warranties of 20 years or greater . Must have been purchased within 9 months of rebate application submittal to be eligible for rebate.
  • EnergyStar® Certified Manufactured Homes – Qualified homes sited in Lewis County PUD’s service territory are eligible for an $800.00 rebate. Home must have been purchased within 9 months of rebate application submittal to be eligible for rebate.

Commercial Programs

Industrial Programs

  •  Industrial Lighting Program – Incentives paid (up to 70% of project cost) for the retrofit of energy efficient lighting equipment in existing industrial facilities. Some new construction may be eligible for incentives, as well.
  • NW Trade Ally Network –Find products, contractors, utility programs. http://www.northwest-lighting.com/
  • Lighting Calculator (Macro's may need to be enabled on excel for calculator to function)
  • Rebates for Custom Industrial Applications and Processes – These can include
    • premium efficiency motors (as part of a larger project)
    • compressed air systems
    • refrigeration
    • dryers
    • motor controllers and adjustable speed drives
    • pumps

Agricultural Programs

  • Included in this sector are sprinkler equipment upgrades, irrigation system high efficiency motors, and variable speed drives for vacuum pumps at dairies and hatcheries. Contact the Conservation Dept. for more details on these and other eligible measures.

 

Participation Procedures and Qualification Requirements

  1. Contact the PUD's Conservation Department at 360-748-9261 ext. 454, or use the toll free number 1-800-562-5612 ext. 454. Request a free home or commercial energy audit or assistance with reviewing industrial processes.
  2. Coordinate possible energy savings measures with the PUD representative. There are specific procedures to follow for each of the categories and measures. In all cases except appliance and water heater rebates, measures must be pre approved by Lewis County PUD prior to purchase and installation of said measures. Failure to follow this procedure will result the measure being ineligible for any incentive or rebate. If you have any questions on eligibility, please contact the PUD's Conservation Department at the numbers listed above.
  3. The PUD reserves the right to change the terms and conditions of the program, or to discontinue categories and/or measures at any time.

Conservation Loan Program

FY 2011 LOANS for ENERGY EFFICIENCY PROGRAM - LEEP

LEEP Financial Requirements and Guidelines

  • Maximum residential loan amount for residential customers shall not exceed $7,500
  • Maximum loan amount for non-residential customers shall not exceed $15,000
  • Interest rate for the loan shall be 5% for residential and 6% for commercial industrial.  The loan will be a fixed payment loan.
  • Late payment fees will be added to the balance including interest.
  • Loan payment term shall be no more than six (6) years
  • All District-offered residential and commercial conservation measures (except appliances) are eligible for loan program participation.

LEEP Eligibility

  • The customer must make application for the loan program on the District’s Energy Savings Program Loan Application Form.
  • The customer is required to pay a loan origination fee of $200 at the time of loan approval, which may be included as part of the loan amount.
  • The measures to be installed must comply with all other District conservation program requirements.
  • Show proof of home or business property ownership – only owner occupied single family homes or owner occupied single occupant commercial and industrial buildings are eligible for this program.
  • Complete and sign Financial Disclosure Form
  • Execute Security Agreement
  • Execute District Loans for Energy Efficiency Program – Participation Agreement
  • Complete and sign UCC 2 Fixture Filing Form
  • Execute Acknowledgement of Receipt of Information and Waiver and Release of Present and Future Claims Form.
  • Customers on a monthly budget payment plan may request credit balances be applied to advance payment of the LEEP loan. 
  • Customer must have maintained a clean (0 demerits) credit rating with the District for the past 18 months.

Electrical Use for a Typical Home

In the average home in Lewis County, space heat accounts for approximately 50 percent of annual electrical consumption. Weatherization and other conservation measures help reduce the amount of energy used for space heating and cooling. Besides saving electrical energy and money, conservation measures make homes more comfortable, less drafty, quieter, and cleaner.

Energy Saving Tips

Water Heating

  • Set back thermostat(s) to 120 degrees Fahrenheit, if possible.
  • If you are going to be away for more than three days, shut you water heater off.
  • Take shorter showers, limiting them to five minutes or less whenever possible.
  • Run only full loads of laundry in the washer and dryer, using warm or cold water.
  • Run only full loads in the dishwasher and air-dry the dishes.

Lighting

  • Replace incandescent lights with energy efficient compact fluorescent lights (CFL).
  • Turn off lights when not in use.

Space Heating and Air Conditioning

  • Try setting the heating thermostat to 68 degrees, 63 degrees at night or when you are away from home.
  • Try setting the thermostat for air conditioning at 75 degrees, 80 degrees, or higher, when you away from home.
  • Make sure weather stripping is in good repair and functioning properly.
  • Make sure window and door frames are caulked where they meet siding. Seal as many openings (where plumbing comes through floors, etc.) as possible to reduce air leakage.
  • Check filters; change if needed. Make sure supply and return air grills are free of obstruction. Check duct installation.

Appliances

  • Turn off computers and related equipment when not in use.
  • When replacing appliances, buy the most energy efficient models.
